I think it's on hold pending clear requirements for AS7-1311.  From a logging perspective the easiest solution is to just add a retaining handler that keeps the last N messages above the given threshold; the console would then access this handler just like any other to get these messages.  But this may not be adequate, given some of the above discussion.

The stakeholders for this enhancement request need to decide what it needs to look like.
