Incremental Builds are equally affected by missing Resource's. The problem is however more significant with incremental builds as the Resource's Path is used to determine which previous errors can be removed. See Unit Test: http://github.com/droolsjbpm/drools/commit/c926d9938 (@Ignore'd for now).
