Anil, in your environment, does the database account associated with the application deployment, have permissions to create tables in the database?  It sounds like the http://flywaydb.org solution only requires a deployment time callback into application deployment code.  But, if the database account associated with the application, doesn't have "create resource" permissions, all bets are off.
