An update on progress so far:
- created a basic clustering subsystem implementation, which provides methods for adding and removing the subsystem
- defined the xml schema to be able to pass a socket binding for connecting to a local management client:

- created a service called ManagementAPIClusterSupport which will provide access to an RPC mechanism for making cluster-wide calls
