Richard,

This needs a design document and a thorough discussion on the dev list. Comments on JIRA aren't sufficient for something so fundamental.

WF is a secure server. Any external access to the management layer requires a user to be authenticated against the appropriate security realm. JGroups channels are not going to bypass this. In WF 8, admin users are not all going to have superuser privileges. Again, requests coming in via JGroups channels are not going to bypass this. So we need to see a high level design of how this is all going to work.
