The javax.enterprise:cdi-api .jar does not export packages:
http://repo1.maven.org/maven2/javax/enterprise/cdi-api/1.1/cdi-api-1.1.pom

For GF, there is an org.jboss.weld:weld-osgi-bundle which includes the javax.enterprise.* classes in the .jar (in addition to other APIs:
http://repo1.maven.org/maven2/org/jboss/weld/weld-osgi-bundle/2.0.1.Final/weld-osgi-bundle-2.0.1.Final.pom
