I'd like it to work on a per-deployment basis as well as having the ability to make it global.  So you could add a web fragment module via jboss-deployment-structure.xml and whatever is in the fragment gets picked up.  I've been seeing several use cases for this including RF-12797 and possibly the next generation of the web console.
