Should the repetition counter be incremented even when activations can't be fired (e.g. because session is halted, serialized, rule is not in date effective range, etc...)?
I'd say no. Putting a limit to the theoretical count, given a start date, is an implicit way to define an end date, which is absolute and does not depend on halts.
