Implemented sending no digest with a VIEW message to existing members (as suggested above): an existing member removes non-members and adds new members (at seqno 0) to the xmit-table in NAKACK and NAKACK2.
The result is that we send the full view and digest only to new joiners (JoinRsp), but view changes to existing members are small messages.
