https://github.com/wildfly/wildfly/pull/5068 takes care of the 403 part.

I'm assigning this to Heiko, as responding to the 403 with an appropriate UI is a console issue.

Note also that the "include-all" behavior Darran and I discussed (WFLY-2068) is merged. But that's a different issue from this one, which is primarily concerned with the case where the user does not have any permissions.
