Unfortunately, I have long since moved on from the project where I was experiencing this (We ended up not porting to 7)...   I vaguely remember it having something to do with libraries that were inside of jar that was inside of an ear, but past that...   I can't really help anymore...  I am good to close this out at this point as it is not longer an issue (for me at least).
