I'm not sure that it's a good idea to block the operation for the duration of the graceful shutdown period - if an additional operation or operation(s) is/are necessary to "move things along", then this becomes impossible.
I think it might make more sense to have "initiate graceful shutdown", "get shutdown status", and "cancel shutdown" operations which return as soon as they have commenced successfully. In addition maybe an internal "shutdown complete" operation which would automatically conclude the shutdown operation? This would probably need to be in combination with notifications for best effect.
