There are not many people making commits that is true ;-) Others include companies such as OCI and a few community members sending patches in directly rather than doing pull requests as such. I wouldn't say its quite dead yet though ;-) 
In terms of who works on it full time - well there is that. Oracle may well be paying people to work on their ORB full time.
