        Summary: Install mod_cluster service as ACTIVE  (was: mod_cluster service should have required dependency on listener)
    Description: This is result of workarounding dependency scheme to support JBW and Undertow at the same time. Since we only support Undertow at the moment, the service should be installed as ACTIVE instead of PASSIVE.
