Closed Jira issues aren't really the place for discussion you should use the forum :-) Anyway,

domain.sh --admin-only will start the domain without starting any servers, however that will not allow you to start servers so it is probably not what you are looking for.

Another option is to set auto-start="false" for each server in host.xml, and then manually start them
