Actually this method add model.drl asset into org.drools.guvnor.server.builder.BRMSPackageBuilder Package builder. My suspect is that this builder is not able to put declarative model into class path. Since this class is just a wrapper and all logic is been written in PackageBuilder, which is part of drool-compiler, a 3rd Party jar. I didn't trouble shoot this jar as such since commenting of this API solve my problem. However in future if we face any further problem related to this, we may  need fix. 
I am not seeing any exception though i inspect through out the call.
