I am not sure I am completely understanding your use case, so it would be great if you could attach the jar you're using to this ticket.
However a jar in order to be a recognized as a drls source container has to be a kjar, i.e. has to contain a kmodule.xml file, and if I am getting it correctly this is not your case and this is why those drls are not picked up.
Please clarify your use case and confirm if what I am guessing is correct.
