The issue you reported starts from this assumption:

"I was under impression that KIEmodules are auto discovered from anywhere in classpath."

that is wrong. That's why I am closing this ticket but feel free to reopen it if I am misunderstanding something. 

In particular the drl file are discovered only inside kjars (jar containing a kmodule.xml file or the spring equivalent). To cover your scenario you can put your rules in a separated kjar and define at least a kbase there. Then in your spring xml you can define a second kbase including the first.
