Currently the encoding for a {{SyslogHandler}} is ignored expect for printing the UTF-8 byte order mark. The encoding should probably be allowed to be changed so that syslog messages can be sent with other encodings.

While the RFC-5424 documentation does indicate UTF-8 should be used, it does allow for other encoding types.
