As discussed with Brian Stansberry, it's worth making isRuntime() impl of org.jboss.as.domain.management.access.SensitivityResourceDefinition.SensitivityClassificationResource depend on the specified permissions. The implemented logic should be equivalent to the one in org.jboss.as.domain.management.parsing.ManagementXml.getSensitivityClassificationConstraints(...) where it is decided whether the constraints are present.
