Looks like the JAR is there to me https://repository.jboss.org/nexus/content/repositories/releases/org/wildfly/wildfly-embedded/8.2.0.Final/.

JAX-RS is missing the pom.

As far as Maven Central that is synced a few times a day. Once a sync runs it should be on Maven Central.
