Hmm. I have no idea how to fix this, as I haven't touched this for years. Any chance you could submit a PR ?

As a temp workaround, can you use AWS_PING [1] to see if it works in the Frankfurt region ?

But now S3_PING supports only hmac-sha1, so I see no way to use S3_PING with buckets in Frankfurt region.
