The Parameters-based constructor of AbstractAddStepHandler is a convenient means of constructing direct extensions of this object.  However, this constructor isn't yet exposed by other extensions of AbstractAddStepHandler in wildfly-controller, specifically:

* AbstractBoottimeAddStepHandler
* ModelOnlyAddStepHandler
* ReloadRequiredAddStepHandler
