I think this is a Jenkins bug. Our implementation follows the letter of the spec, and Tomcat and Jetty work the same way (Jenkins on tomcat seems to exhibit the same behaviour, I did not test on Jetty).

JBoss EAP behaves a bit differently to allow this to work, however I think this is actually a bug.
