It looks like this commit introduced the problem here:

[~pferraro], any chance this will be fixed before WildFly 9 Final? Since the WildFly OpenShift cartridge specifies the "initial_hosts" property in its [config file | https://github.com/openshift-cartridges/openshift-wildfly-cartridge/blob/wildfly-9/versions/9/standalone/configuration/standalone.xml#L346], deploying any cluster-aware app to WildFly 9 CR1 on OpenShift currently fails.
