{{kie-parent-metadata}} contains enforcer rules for min. required Java and Maven versions. The same configuration comes also from the {{org.jboss:jboss-parent:16}} which is the top-level parent. We should be able to re-use the config and change the minimal versions simply by overriding the properties {{maven.min.version}} and {{jdk.min.version}}.

This should also simplify the configuration when we need to override one of the versions in only some of the repos.
