Enforcer config was removed from {{kie-parent-metadata}} because exactly the same rules are being inherited from parents. Repos requiring JDK 7 to build are now simply overriding property {{jdk.min.version}} instead of copying around the enforcer config.

> {{kie-parent-metadata}} contains enforcer rules for min. required Java and Maven versions. The same configuration comes also from the {{org.jboss:jboss-parent:16}} which is the top-level parent. We should be able to re-use the config and change the minimal versions simply by overriding the properties {{maven.min.version}} and {{jdk.min.version}}.
