A second problem with this file is in the namespace imports.

The URL http://java.sun.com/xml/ns/javaee/ejb-jar_3_1.xsd   should be changed to http://www.oracle.com/webfolder/technetwork/jsc/xml/ns/javaee/ejb-jar_3_1.xsd  since there's a current bug in eclipse that does not follow redirects.
