Version of boms are not stricly bound to versions of WildFly. 
They usually are aligned, but that is not something we are strict about.
As we need to address bug users find in boms and that usually requires to release new version.

For example 8.2.2 was released to address WFLY-4271
and 8.2.1 bom existed even before WildFly 8.2.1 was ever in plans to be released.
