The minimal list with current issues is
a) some children are implicitly added, so its not possible to easily decide whether to reject or discard
solution: could be maybe done by a custom discard policy and iterating over the attributes
b) org.jboss.as.controller.transform.description.RejectAttributeChecker#rejectResourceAttribute is called with address of the legacy resource, so its not possible to do context.readResourceFromRoot(address).getModel() (fails with no child)
