Brian Stansberry: please copy ModelControllerMBeanTestCase from full into core
it uses a sar deployment but that can be converted to a ServiceActivator deployment as core doesn't support .sar
then all the methods in the copy of the test in full except testAllMBeanInfos() can be removed
all this, besides getting the test in a better spot, will remove the need to simultaneously upgrade core and fix the test in full
