It is marked as requires reload in the meta-data: https://github.com/wildfly/wildfly/blob/master/transactions/src/main/java/org/jboss/as/txn/subsystem/TransactionSubsystemRootResourceDefinition.java#L145

That said, if it was hooked up to https://github.com/jbosstm/narayana/blob/master/ArjunaCore/arjuna/classes/com/arjuna/ats/arjuna/coordinator/TxControl.java#L88 then it would work at runtime without a reload required I believe.
