I'm reassigning this one as it relates to the exploded deployment work Emmanuel is doing. See https://developer.jboss.org/docs/DOC-55497

The description somewhat implies some server setting that would cause all uploaded content to be stored exploded. I don't know if we'll do that. We won't in the initial work discussed in the above doc. The managed exploded content support we envision will let users upload archives though, and then explode them via a management operation.
