The deployment resource requires content, and modeling that kind of thing with a child resource isn't something I want to do.

It's a LIST because of a long ago never pursued idea of doing something like deployment overlays and/or exploded managed deployments via allowing multiple pieces of content.

For EAP 8 we should change it to a non-list.
