As the logic in AddStepHandler grows, it needs to be duplicated by BoottimeAddStepHandler, since it extends AbstractBoottimeAddStepHandler.  To simplify maintenance of these classes, we should have BoottimeAddStepHandler extends AddStepHandler and reimplement the logic from AbstractBoottimeAddStepHandler.
