BindingAddHandler doesn't pass it's attributes into the superclass constructor, so the capability references don't get registered by the default AbstractAddStepHandler.recordCapabilitiesAndRequirements. And BindingAddHandler also doesn't override recordCapabilitiesAndRequirements to do the registration itself.
