The end user should not be able to directly execute any ops on a domain server that write to what would be persistent config on a standalone server. Only the HC can do that. That remove op should fail with:

"failure-description" => "WFLYCTL0249: Operation 'remove' targeted at resource '[(\"deployment\" => \"some.war\")]' was directly invoked by a user. User operations are not permitted to directly update the persistent configuration of a server in a managed domain."
