At this point there's no way to be notified if system property has been changed. You'd have to execute a reload to have the {{logging.properties}} file rewritten or restart the container.

Note to self when looking at this issue have a look at the {{ProcessEnvironmentSystemPropertyUpdater}}. It's possible this isn't meant to be used by subsystems.
