Reopened in DR10. Only resource description was updated. But still missing sentence "Any mechanisms loaded by factories not located using a Provider will not be filtered by this definition." from XSD. No attribute description was updated.

Copy XSD description to model description for:

    attribute filters/mechanism-name
    attribute filters/provider-name
    attribute filters/version-comparision
    attribute filters/provider-version
