InterdependentDeploymentTestCase is in testsuite/manualmode because reliably passing requires turning on behavior controlled by a special system property. See MSC-159 and WFCORE-2192. Once setting that system property is no longer required:

1) Strip the @Before code that sets it from the test
2) Move the test to testsuite/standalone as it no longer will need to control the server launch.
