WFCORE-2805 introduced this property to allow a seamless upgrade from EAP 6.4. But in EAP7-724, it was decided that the property was not necessary. Hence any code related to the jboss.as.management.outbound.ldap.alwaysSendClientCert property should be removed from LdapConnectionAddHandler.
