The quote above led me down the wrong path.
In my case, the message did not explain the problem at all and had nothing to do with whether or not the system property "java.util.logging.manager" was set "org.jboss.logmanager.LogManager".
The issue was that you cannot instantiate a logger until AFTER Swarm is running. So if you are using a main() class and a static logger, wait until after Swarm is started to instantiate it. In the meantime you could use System.out if you really needed to log something.
