In ActivationSecurityUtil and DsDeploymentXmlInstallProcessor, the necessary dependency to legacy security subsystem might be skipped because some metadata is being overlooked:
- connection definition security metadata
- connection definition recovery security metadata
- xa data source recovery security metadata
