I just attached another thread dump from a different PR, different testsuite/domain test (ReadOnlyModeTestCase) but a similar looking issue -- server not stopping, waiting for ServiceContainer termination, no other server threads doing anything interesting.

No other threads in that process are doing anything interesting so it is hard to o much about this, as we don't have ServiceContainer state info.
