Found the actual issue:

This issue fixed by adding gmail account to kialiqeci github user. new gmail account details added on: https://mojo.redhat.com/docs/DOC-1104384

I have create private [ghprb|https://github.com/jenkinsci/ghprb-plugin] build locally and pushed it on our [jenkins|http://jenkins2.bc.jonqe.lab.eng.bos.redhat.com:8080]
