This logic was correctly implemented in [original PR|https://github.com/wildfly/wildfly/pull/11355] for the RFE. However as it is stated in the PR, the JDBC HA work was integrated to Artemis upgrade tracked by WFLY-9407. It seems that some changes were lost and the system properties have no precedence anymore.
