User should be perhaps more actively informed about the need to reload the server - e.g. warning printed by add-user.sh to warn the user she needs to reaload in case she uses Elytron. Or have a comment stating that in the property file itself. We have the note in the documentation but apparently user won't find that when they start playing with the server (especially users migrating from older versions).

Other option would be to remove data caching from property realm itself and leave users to use caching realm in case they prefer the current realm behavior (this probably needs more thorough discussion about overall impacts, but it would have an advantage of the changes in property files behaving same with legacy and Elytron).
