Once PolicyExpander class from jboss-modules is public, it can be used to expand permissionName before creating [ModularPermissionFactory|https://github.com/wildfly/wildfly-core/blob/4d6a0c2f0d7f0979c27eb60cf8737b0cddb5ea9e/security-manager/src/main/java/org/wildfly/extension/security/manager/deployment/PermissionsParser.java#L155]
