It's a bug. We allow an empty host.xml config when using the offline CLI as that is necessary for the new provisioning tool, which needs to build a config from scratch. But it should fail if the process isn't embedded, as an empty config results in an unmanageable (no remote management interface) HC that doesn't do anything (no servers).
