I think that splitting a task into small ones is always a good practice. And, in general, I try to involve my issues like that (in baby steps).

Generally, we create one PR per issue, what IMHO makes sense. Of course, a big JIRA can be broken into smalls ones (and have uncoupled PRs).

However, I don't think that is the case here. Splitting coupled tasks (like this one) creates more noise and make it hard progress. So, this issue hopefully will be resolved by only one PR.
